1) Who do I contact for assistance while working on my SMART documents? [ back to top ]
  • A: Contact the member of the SMART Staff that is assigned to your agency's function of government.

2) What do I do if I lost or forgot my username and/or password?  [ back to top ]
  • A: Yes. Each agency is allowed to have a total of 4 usernames/passwords. (The 4 includes the initial one the APC was given) If you would like to be issued additional username/passwords please send request to smart@finance.alabama.gov or call (334) 242-8300.


4) What is the best way to provide feedback to the SMART office concerning the website application and other SMART documents?  [ back to top ]
  • A: We prefer to receive feedback in writing. Please send an e-mail to smart@finance.alabama.gov. If you are logged in to your SMART Web Application you can send feedback by clicking on the User Feedback button located on the bottom left-hand corner of the screen. **All feedback is greatly appreciated. **

  • A: To find all SMART training resources go to the SMART website and click on Agency Login located at the top of the homepage. You will find these resources on the left side of agency login.

  • - Click on High Performer Form found on the left side of the page

  • - Follow the instructions found on the High Performer Form application

  • - Click the submit button to send your application to the Finance Director

  • A: Go to the Library section of the SMART website and click on SMART High Performer Protocol, or click here to view now.
  • A: Each document in the SMART Process has specific deadlines. Occasionally, we allow plans and budget requests to be revised after these deadlines when we have specific issues with individual agencies. Generally, the best chance for revision will be on the next document in the cycle. In the case of the SMART Plan, you may revise your Budget Request and your prior year Operations Plan.


12) Are annual and merit raises included in the definition of mandated/uncontrollable costs? [ back to top ]
  • A. Yes. *Reminder: The mandated/ uncontrollable costs will not be included in the SMART Plan, but will be required for the SMART Budget Request due Nov. 1.
  • A: For now you can print a report of your Operations Plan by clicking on SMART Forms located on the SMART homepage. This report has your initial projections and targets that are tracked on your FY10 Form 10. Once you begin reporting on the QPR for FY10, you will be able to print individual reports as you've done in the past.
  • A: Once you have completed your entire agencies QPR you may submit it by clicking on the tab save/ submit form.
  • A: After entering your data for the quarter, click on the Print button located at the top left-hand corner of the page. This will generate a report in Adobe PDF which you may save to your computer or print out.
  • A: At this time, EBO is not allowing any changes to be made to previous QPRs. However, you may add notes on the current QPR to clarify and highlight changes regarding previous quarters.
  • A: Capital assets include: 1) acquisition of land or buildings, 2) improvements to land or buildings, 3) construction of building or facilities 4) easements, 5) acquiring vehicles, machinery or equipment 6) acquiring works of art or historical treasures, 7) infrastructure such as roads and bridges, 8) IT applications, equipment, or networks, and 9) all other tangible or intangible assets that are used in operations and have initial useful live beyond a single reporting period. (SGAS 34). A single reporting period is defined as one fiscal year (October 1 through September 30) for the State of Alabama. Capital assets include capital assets acquired by capital lease.

  • A: The Total Cost consists of all of the costs which will be incurred to place the capital asset or IT project in service for its intended use. The FY Amount Requested consists of the amount of the total cost that is requested for the fiscal year. If this is a multi year project, that amount will usually be less than the total cost of the project. The FY Amount Requested is a display only box that equals the total of the FY Source of Funds. The Operational Cost is the FY impact cost which can either reflect the additional costs for ongoing maintenance and support, or savings due to the capital asset/ IT project implementation. Savings should be shown as a negative number.
  • A: Agencies with no capital assets projects included in their FY11 budget will select No when prompted to enter FY11 capital data.
  • A: Agencies with any capital assets need to complete and submit the capital asset summary for each CA project. If the total of all projects is $500,000 or more, the web application will prompt the agency to complete the capital asset project detail.
  • A: Please visit the SMART website at www.SMART.alabama.gov. Click on Agency Login located at the bottom of the SMART homepage. Click on the Login button located on the right side of the Agency Login page. Enter your username and password.
  • A: Yes, but you must be working on different sections or pages of the web application. For example: Two people could not be working on the Mission at the same time. While one person is working on the Mission, the other could be working on the Vision.
