If Alabama is going to continue to compete in the global economy, we cannot teach our students the same way that we have for the last half century. We need systemic change in our education system that provides students the knowledge and skills they need to compete for the new jobs of the 21st Century economy. The states education performance and potential, we believe, are best measured in terms of the indicators below.

Alabama Historical Commision:
Increase # of school aged visitors at AHC-owned historic sites by 5% by FY2012 from FY2008 baseline (83,085 school aged visitors to 87,240 school aged visitors).
Department of Archives and History:
With the State Dept. of Ed., Ala. Public Television, and the Encyclopedia of Ala., develop & implement the Alabama History Education Initiative, transforming history education in the state through the use of distance-learning technology, cross-disciplinary curricular resources, & professional development for teachers.
Department of Postsecondary Education:
Increase the number of GED's earned by 50% by FY2013.

Increase the number of Adult Education clients served by 60% by FY2013.

Supercomputer Authority:
To provide 100% of all Alabama Public Schools, as identified by the State Department of Education (SDE), with technology services to participate in the Governor's ACCESS Distance Learning Project by 9/30/2009.

Increase base level of service to 20Mbps for Postsecondary and Higher Education to meet increased bandwidth requirements by September 30, 2010.

St. Stephens Historical Commission:
Increase educational programs to raise awareness of the historical significance of St. Stephens as it relates to Alabama's first capital by 150 new programs by FY 2010.
State Department of Education:
Increase the percentage of proficient students in reading for grades 3-8 and 11 from 2004/2005 baseline to reach 100% proficiency by 2014.

Increase the percentage of proficient students in mathematics for grades 3-8 and 11 from 2004-2005 baselines to reach 100% proficiency by 2014.

Continue the development of an integrated, efficient distance-learning program to provide educational offerings for all Alabama public high school students.

Increase the number of students taking Advanced Placement courses and those scoring 3-5 on AP Exams by 15% by 2012.

Increase the high school graduation rate among Alabama students from 83% to 87% by FY2010.
