One of the states most fundamental duties is to protect its people, and we have always made this responsibility a top priority. In times of crisis, Alabamians can rest assured that the state will be as prepared as any in the country. We have made great strides in making Alabama a safer place to live, and we will never stop working to protect our citizens. Protecting Alabama, we believe, is best measured in terms of the indicators below.

Agency Goals       

Administrative Office of the Courts:
Expand model drug courts statewide. Increase # of operational drug courts from 16 to 46 counties by the end of FY08 and 67 counties by the end of FY2009.
Alabama Board of Nursing:
To ensure nursing education programs are preparing graduates for safe and effective practice by having NCLEX pass rates of at least 80% for first time takers.
Alabama Emergency Management Agency:
Install/provide warning devices or systems such as sirens, radios, or other equipment so that 80% of the population is protected by warning devices by the end of FY2013.
Alabama Forestry Commission:
To reduce loss to timberlands and structures from wildfires by decreasing the ten year rolling average of total acres burned by 25% by 2012.

Increase number of landowners assisted from 5,250 (baseline) to 7,750 by 2012.

Board of Pardons & Paroles:
Reduce recidivism rate to 15.54%, which is 30% of national average, by 2013.
Department of Conservation and Natural Resources:
Decrease by 5% the number of boating accidents that result in fatalities and injuries, as compared with FY2006, by the end of FY2012. (47 accidents)

Increase the annual number of boat patrol hours expended by 40% by the end of FY10 as compared to FY06 (33,749 hours).

Department of Corrections:
To reduce the inmate to officer ratio from 9.3:1 in FY2006 to 8.7:1 or lower by FY2012.

To facilitate statewide expansion of the Community Corrections Program (CCP) into all 67 counties by FY2010.

To implement fully new programs by FY 2012 that increase the chances for offenders to succeed in the community after being released and reduce the recidivism rate by 2% by 2012.

Department of Forensic Sciences:
Reduce DNA backlog by 40% by FY2011, report 36,000 CODIS profiles annually, and implement arrestee program (200,000 profiles) by FY2010.

Provide toxicology findings within 60 days by FY2010.

Manage cost per case analysis in Death Investigation so as to maintain cost increases at or below the national inflation rate as measured by the CPI.

Department of Industrial Relations:
Mine Safety Inspection: Maintain sufficient safety inspector staffing and equipment enabling the completion of 2400 timely and thorough safety inspections of mine sites while maintaining two state mine rescue teams and providing safety training as needed in order to administer state safety laws and rules.
Department of Public Health:
To decrease motor vehicle mortality by 1% by implementation of a statewide trauma system by the end of FY09.

Department of Public Safety:
To effectively regulate the flow of traffic and thereby decrease traffic fatalities from 1,155 people in FY2004 and 1,208 people in FY2006 to fewer than 1,000 by FY2012.
Department of Youth Services:
Continue to divert youth from state DYS custody by subsidizing Community Alternative Management Programs (CAMP).
Insurance Department:
Enhance fire safety across the state by increasing fire safety inspections by 30% by the end of FY 2010.
Labor Department:
Increase the number of child labor inspections.
Choctawhatchee-Pea/Yellow Rivers Watershed Mngt. Authority:
To upgrade 17 basin-wide flood warning system gauges by 2012.
State Building Commission:
Increase the presence of inspectors on job sites by 25% by 2010 which will result in a safer environment for the public.
Department of Child Abuse and Neglect Prevention:
10% reduction in the number of substantiated (indicated) child abuse and neglect cases by 2011. Data Source: DHR - National Child Abuse & Neglect Data System (NCANDS)
