In order to make state government more efficient, we must be more open. Our citizens are demanding change. Therefore, to build public trust we must hold ourselves to high standards and be open with the public. We are fundamentally changing the way state government is managed, the way we budget, and the level of accountability that is provided to Alabamians. Reforming State Government, we believe, is best measured in terms of the indicators below.

Agency Goals       

Department of Finance:
Increase agency satisfaction with SMART Governing process requirements as evidenced by a 10% improvement in agencies' year end evaluation of the SMART process by the end of FY2011.

To have 100% of Motor Pool vehicles be alternative fuel vehicles by 2010.(Motor Pool)

Department of Revenue:
Increase the return on every dollar spent by at least 5% per year through FY2010.
State Employees Insurance Board:
Operate an effective, efficient health insurance plan for active and retired local government employees maintaining active employee and dependent payouts at not more than 80% through 2013.

Increase to $10 million participation in Health Care Reimbursement Accounts and thereby reduce FICA costs and income taxes to the state and employees by FY2013.

Operate an effective, efficient health insurance plan for active and retired local government employees maintaining active employee and dependent payouts at not more than 80% through 2013.

Increase to 1,500,000 participation in Dependent Care Reimbursement Accounts thereby reducing FICA costs to the State and FICA costs to the employee by 2013.

Securities Commission:
Conduct a routine audit of at least 25 state registered and state domiciled investment advisers annually so that all are audited within a 3 year cycle.
Department of Corrections:
Optimize healthcare costs to limit annual increases to less than the national average of 15%.
