The SMART Governing process is designed to improve Alabamas government by requiring organizational planning, linking plans to budget requests and appropriations, and creating meaningful performance measurements.

As Alabama enters into the fifth year of the SMART Governing process, all state agencies and institutions should be commended for their outstanding efforts in implementing a statewide strategic planning system. Through this strategic planning, budgeting, and performance management process, Alabamas government is moving to reflect the needs and expectations of Alabama citizens.

In a short time, a system has been developed that focuses on implementing strategic goals with each agencys finite available resources. These practices and framework carry out the requirements of the Budget Management Act and foster even greater accountability and transparency. These changes will benefit Alabamians for years to come.
